The Church of the Holy Sepulchre is believed to be the place where Jesus was crucified (Golgotha), and where he was buried (tomb of Joseph of Arimathea).  There are 6 different religious orders in the church that do not always get along.  The ladder at the window was put there in 1852 and is still there because no one is willing to take responsibility for it and put it away.
